Sosyal politika, ulus devlet ölçeğinde ortaya çıkmış AB merkezli bir kavramdır. Bu kavram farklı sosyal ve siyasal güçler arasında mücadelelere konu olmuştur. Önceleri merkezi yönetimin eliyle yürütülen sosyal politika uygulamalarından çok büyük bir kesimi günümüzde yerel yönetimler eliyle yürütülmeye başlanmıştır. 1990'lardan önce mali kaynakların kısıtlı ve yetersiz olmasından dolayı sosyal politika alanında yerel yönetimlerin faaliyetleri geri planda kalmıştır. 1990'lı yıllardan itibaren özellikle büyük kentlerde büyükşehir belediyelerinin elde ettiği deneyim ve başarılar ve 2005 yılında yürürlüğe giren 5393 sayılı Belediye Kanunu ile 5216 sayılı Büyükşehir Belediyesi Kanunu yerel yönetimlere sosyal politika alanında geniş bir hareket alanı sağlamıştır. Yerel yönetimler halka en yakın yönetim birimleri olarak, halkın ihtiyaçlarını en iyi bilen ve ona en hızlı ve verimli şekilde cevap verebilen kurumlardır. Bu nedenle yerel yönetimlerin uyguladıkları sosyal politikalar önem taşımaktadır. Bu çalışmanın amacı, merkezi yönetim ve yerel yönetim arasındaki idari vesayet ve yerel özerklik ilişkisini yerel yönetimlerin sosyal politika uygulamaları üzerinden incelemektir. Sosyal politika uygulamalarında merkezi yönetim ve yerel yönetim ilişkisini değerlendirebilmek için örnek alan olarak İstanbul'un iki ilçesi seçilmiştir. Bunlar Kadıköy Belediyesi ve Esenler Belediyesi'dir. Bu iki belediyenin seçilmesinin nedeni, iki ilçenin siyasi, sosyo ekonomik ve kültürel açıdan farklılık göstermesi ve yerelin bu farklı ihtiyaçlarına yerel yönetimlerin sosyal politika uygulamaları ile nasıl cevap verdiği Kadıköy ve Esenler Belediyesi üzerinden incelemektir. İki belediyenin hem Sosyal Yardım İşleri Müdürleri ile derinlemesine mülakat yapılacak hem de belediyelerin web siteleri incelenerek elde edilen veriler üzerinden karşılaştırmalı bir analiz yapılacaktır. AbstractSultān Walad's name is associated with the establishment and organisation of Mawlawism. As such, he is regarded as the Second Pīr/Patron Saint of Mawlawism. After the death of Čelebi Husām al-Dīn, Sultān Walad agreed to succeed to the leadership and in this way established the status of Čelebism in Mawlawism. Sultān Walad, a man of reason, pursued the example of his father without much enthusiasm. He presented his father's teachings to the people in a didactic manner. Along with his father, he was a devoted disciple of Shams of Tabrīz. Consequently, he could have been as exuberant and vivacious as Shams; however, he chose not to be. Instead, he became a man of reason probing to unite the inner and outer worlds and avoiding extremist mystical ideas. He did not want to talk about delicate mystical matters, passing over these kinds of matters in sentences like, "The pen wrote this far, and then it broke;" "For the wise, a sign is sufficient" and "There are many secrets hidden in this. But it is not allowed to utter them." This is to be seen in his Maārif and Intihā-nāma, his works contain his sermons and counsels respectively.

AbstractSufism's popularity in the West is an issue known by everybody who is interested in it. It is certain that because of its tolerance of other religions and cultures, Sufism was welcomed among the Europeans who, through a variety of means, had had contact with it. This article intends to present a descriptive and representative historical overview of Western Sufism. It is also a probe in passing to understand the reasons for Western people's interest in Sufism. The Western Shadhiliyya and the Chistiyya in the West will occupy much more space in this work than the rest of the Sufi movements in the West, because of their pioneering role as the first Sufi movements introduced to the West. They paved way for or formed the background to later Sufi movements and facilitated their popularity in the West via their publications and conferences.
